I only threw that up there for the comment that either one could probably replace a gargoyle or two on certain churches and no one would be the wiser, based on what I remember being their most recent descriptions. And I thought that it fit the surname, obviously.

Draco asked his father to purchase it for him just before his second year at Hogwarts. You'll find the reference to it in the 4th chapter of Chamber of Secrets.

Presumably, he got it shortly thereafter...
