1980s YA fiction - set in Britain - fairy changeling with crossed eyes?

Looking for a book I read as a preteen/teen in the 80s - fantasy  set in a small village in England, concerns a group of people (think there's a vicar maybe and an actor? an old lady maybe?) who help the fairy/elf king/prince - they do a fairy changeling thing so he will have a girl to marry one day, but something goes wrong and the changeling has crossed eyes.

 

Sure it's out of print - but can't even do a search on ebay because I can't remember title or author!
