Book about dragons whose souls cohabit the bodies of people

I can't remember nearly enough about this book but I know the dragon souls live inside people and move to another on that persons death. I think a couple of the dragon hosts were at war with each other. It is set in an imaginary oriental world. At the end of the first book (there are three) one of the dragons is looking for a new host and flys over and ignores a crippled girl who he could have made strong and saved in favour of a strong host. In the second book I remember a lot of war and a lot of it taking place in a castle. I think they were by a female author. I know it's not a lot but I really want to find these books and read them especially the third which I never got to read at all.
