Book where boy walks to Washington DC from Oregon??

I'm trying to remember the name of an older book, probably 80's or older, where an Oregon boy and his class were writing letters to the president and the day they were to turn them in he was sick and not able to be there. So he begged his mom to let him go to Washington DC. Eventually he walks with the American Flag with him all the way to Washington DC, with people joining him along the way (very Forest Gump). When he arrives, he gets to read his letter to the President. Any ideas?? Please help me figure out the name or author! Thank you!
