Can't remember book: urban shapeshifter with dragons and bugs and cats oh my

Hello, I cannot for the life of me remember the title or authour but I remember a lot of the plot! There is a panther shapeshifting WOC protagonist called Kat or Kay or some such, who is a waitress. She finds one of her coworkers (a scrawny white dude) is a dragon shapeshifter but he doesn't know it. Scrawny Dude is a former miscreant/addict with a rich family (I think)? There is a subplot (and eventually trouble) with Chinese dragon mafia, a lion shapeshifter detective who is slightly sketchy and is a potential love interest, and then they find out that this spate of shapeshifter-killings was really done by the cafe owner (where Kay and Scrawny work), who is a shapeshifting bug in nesting mode with a fellow female shifting bug. Also the bugs are HUGE and exude some sort of powder/pollen that is sparkly green and makes people hallucinate, especially shapeshifters? Any help would be great!
