Children's book about fake newspaper stories & a mysterious hero

Hi,
I'm looking for a children's/young adult book I read in the early to mid-70s when I was about 12 or 13. I don't remember the title or author, but the plot went something like this:
A young guy (or teenager) works for his local town's newspaper, and writes fake newspaper stories about a mysterious character going around doing good deeds. Only the person doesn't exist--it's actually the boy who is doing them late at night or when no one is around. Of course none of the town ever see this mysterious character but they all know about him and of course his reputation grows to the point where the whole town wants to meet him, so the kid has to think of a way out of this.
It may be set in the early 1900s, I think.
Does this sound familiar to anyone?
