Children's book, large talking baby, human billboard.

I am looking for a children's book - one aimed at probably 9-10 year olds. I would have read this book around 1990, and it could have been older.


It was a book with several black and white illustrations. I remember it being kind of a dark book. I remember a baby who talked (who might have been large for a baby), an old house/institution and perhaps a type of animal? who wore a billboard that advertised admission to the house? or sandwiches? Perhaps both.

 

I know this is the most random request ever, but it's one of those books that just pops into your head over and over again over the years, and I'm dying to reread it. Thank you for any and all help.

Thinking about it, I am almost convinced the baby said mama a lot.
