Lost book about school experiment parallel with the Natzi regime

Looking for book I read as a child in the 80's I thought it was called "The Regime" but have not been able to find anything under that. It is set in a school a history teacher sets up an experiment to show how idea of a small convicted group can take over a community it is drawing parallels with the Natzi regime. I would love to find this book so hope someone out there can help
