Science Fiction book about rising oceans.

I read this about 2 years ago, it is a series of 3 books and I can't for the life of me remember what it is called. It is set in the future, all the Ice caps are melting and the oceans are rising. The Protaganist is teenage girl who's island gets "swallowed" by the ocean due to the water rising over it. There are also cities that I believe are suspended in the air by cables, and become refuges for the wealthy. Please help!
