Story About 4 goddess of the elements Lost

Hey everyone I have a story stuck in my head for a while now however i cant remember any names of the main players or the book or author.
I hope you can help me to solve this mystery.

The story:
History prior to the story
Once there were four gods , one of each element , i believe they were all female.
Now only one goddess remains that of the flame or fire.
She has gone mental and want to kill everyone in the land who can use magic.
(magic use to be freely to use). She uses seers of some kind who can detect if people can use magic.
People can use one of the four elements and some people can use more.
The seers are able to see the color of your aura wich is the type of magic you can use.

The story is about a girl and a prince who are hidden magic users. They have to find a sword of some kind to kill the queen (fire goddess) The last i can remember is that they flee the city on a boat and the queen destroys the city.

Random facts:
There is an active thieves guild of children who live in the sewers.
They visit a shop when a man who puts out the city lights comes in.
I think the book is part of a series. And i thought the cover was green.
