Trying to find title or author of a SciFi/Fantasy book

I read a book about 5 years ago.I don't remember a title or author.  I would like to find it.  A woman's sister (college student?) is murdered in another city.  She goes there to push for justice since answers aren't coming.  When wandering the streets, a huge section is dark, abandon and menacing except under streetlights.  Dry "leaves" are blowing everywhere. She comes to a well-lit bookstore with an unusual owner.  He takes her in and helps her.  It is a stronghold of sorts.  The map of the city keeps losing streets off of it as the streets become dark.  Sister was killed by a monster/human.  They find a portal in a warehouse where "monsters" are coming from. The "monsters" don't like lights.

This sounds very familiar, does the story take place in Ireland?
