Winter - Puppy with no Home, boy finds him

It's a book about a puppy with no home in Winter. He happens by a Foster home, where this young boy finds him and takes him in.

 

 

The book cover was either white around the edges, with blue in the center, or entirely blue and it showed a small white puppy. It was illustrated. The illustrations bring to mind classic Christmas style embellished realistic art. It was hard cover, children's size text (age 6-7) and it was not very large.

I've been looking for this book for years and in a random Amazon search, I just happened upon it. For anyone else looking, this book was titled, "The Puppy Who Wanted a Boy".
