You're right! And the way her fingernails are digging into his hair, it kind of looks like she's searching for ticks! (Ewwwww!!!)

Ah, I think I have it figured out...  He's the dark-haired murder suspect on the front page of the paper, and she is dying his hair blonde.  Would she use a toothbrush to work the dye through his hair, or is it some sort of special application brush?

Years ago I had a calendar of pulp book covers and this was the one for October.  I know have it framed and hanging on a wall.
