My guess is that out-of-print books are more likely to show up in eBook form than to reappear in paper, just because of the relative costs involved.  I have been noticing more publishers, like Open Road, bringing back old titles in eBook form for a new generation of readers, so you might try looking for eBook publishers focusing on the genre you're interested in and then suggesting "new" authors for them to resurrect.

Books that were published decades ago basically need to be re-typeset from scratch for digital release. I would think that Zenna Henderson should be popular enough to justify the work involved, but it seems to take forever for a lot of works to show up on Nooks or Kindles. I can't believe that we still can't get any of Zelazny's work, either.
