I'd try another charger. Even with the screen off, another USB charger should give you some charge, but ideally, try another B&N charger. It's possible yours is dead. If the gauge never drops below 24%, even in use, that is a problem. Or are saying it will charge UP to 24%?

I had a problem with my NC never dropping below 92% in settings after the recent upgrade. The fix was to completely power off the NC for a minute and then restarting it. Maybe this would work for you also.

My problem is that when i plug my nook in the nook symbol is green meaning is charged. However when i go to "settings" it says I am at 24%. No matter what i do it seems to remain at 24 %. Keeping it plugged in doesnt change it nor di,oes unplugging it. I tried doing a reboot by holding the power button for 30 seconds then quickly tapping and releasing but it makes no difference what i do. I am not having a problem with anything else on it, so i dont know what to do. Advice?
The "n" on my cord would show green even though my NC needed to be fully charged. I contacted tech chat support on BN website and they sent me a new one. All is good now, until this cord acts up..

I am having similar issues. The light is green saying it is done charging but when I turn my nook on it says it is charging with say, 28 percent battery life. When I plugged it in it had 32%. It will keep going down and will not charge even though it is plugged in completely, I chacked everything it the nook and charger both recognize it because a) the charger's light is on and b) the nook says it is charging. If anyone could help it would be greatly appreciated!!!

I have the same problem. Very frustrating! I bought 3 Nook tablets for myself and 2 grandsons. There's charge to 100% and mine never gets beyond 85%!
I did an online chat with the Nook "Expert" which was a waste of my time.
He said, "It is recommended that you charge your Nook often."
Will be watching for something to make this issue better.
