See No. 9 on the list? They don't do that. I received two $25 gift cards and placed them in my Nook account. I purchaseda book for $13.90 and they charged it against one gift card. I purchased another for $13.90 and they charged it against my other gift card. When I purchased another for $13.90, even though I had over $22.00 between the two gift card balances, they charged my AMEX card. You need to watch them because I'm sure they just erase those balances after a time and you are left without your money.
I just cancelled my membership, frankly, it offered nothing of value to an e-book reader, but I'll be looking at another e-reader soon.

#18 pretty much says it all:
18. In the event that the Gift Card system may become temporarily inoperative, you may be unable to obtain information about the balance on your Gift Card and Gift Card transactions, or use your Gift Card to pay for purchases. Please notify us if you have any problems using your Gift Card. You agree that none of Barnes & Noble, MSL and MSC is responsible for any interruption of service or the quality, safety, legality, or any other aspect of any goods or services purchased by you with your Gift Card.
That said, I've never personally had any issues with GC purchases for my Nook. And that's despite me doing such weird things as going into a store to add to a card's balance after it was registered or making in-store purchases after it was registered.
And any other CS issues I've had have been handled professionally and courteously. YMMV.

B&N also removed money from my account!!!! Every time I get a book they take money equal to the cost of the book!!!

Uh, you do realize you have to PAY for the e-books, right? So them taking money from your account when you buy a book is fine.

I have never had this problem but don't understand why they would want to do this either? I would say someone needs to talk to customer support. Not much we can do on these forums.
