I just want to share how I resolved the issue:
I recently got this error message "Unable to Complete the operation"
what I did is, I immediately checked my credit card information online (bn.com > account settings > payment settings > manage credit cards), I notice that the expiration date is not valid, so what I did is I updated my credit card information, then I tried to re-download the book, but the error message is still there, so what I did is I unregister the device and re-register it again, and then I tried to download the book, it push through!
so the bottom line is if your having this error message what you need to do is, update your credit card information, unregister your device, re-register it again
How to unregister?
Settings > Device > Unregister

There are a apparently a few things that can cause this error message. Not all of them are related to account information.
When it happened to me, a book I was downloading was interrupted. Until I finished downloading that book I would get that message on any other book I tried to download.

I would imagine you'd be unable to open it. It'd also be in the last batch of books you downloaded before having the issue, so I'd imagine it's on the first or second pages of the device.
