Nook Kids ActiveTouch picture books

The Nook Kids picture books with "Active Touch" look like apps. How can a publisher have an existing kids' picture-book title developed as an Active Touch app? And/or what would be the format for delivering a color picture book so it can be added to the list of available Nook Kids titles?

 

(My distributor would actually do the submission, but I can't get any details out of them about how to proceed, technically, or how to have a title considered for ActiveTouch development.)

It appears it's part of the dev program and active touch is just one possible feature among the Screen Developers Kit.
