Why can't I (or anyone else) rate/review movies on Nook Video for HD/HD+?

I thought it was strange that no one had reviewed any of the movies but finally I reviewed two movies on my HD+, the system said it was successful and would be submitted and nothing, that was weeks ago. I feel like there is a huge backlog of ratings and reviews for thousands of movies and no one has cared or put enough energy into fixing that.
