How do I switch PCs?  Is there a way to request that you deactivate one of my textbooks devices and change my download to a different machine?

You will have to call Customer Service (1-800-THE-BOOK, press 3 then 1 for NOOK Study Support) and ask them to update/change your device.  They will be able to do this for you.
