Is it now possible for a NC registered in the USA to purchase and download a book while in Canada?
It used to be disallowed, but that was an absurd policy.

I believe if you have a credit card registered to a US address you can purchase books outside the US.
It's not a policy, it's following the laws of the various countries. There are large number of books that BN is not allowed to sell outside the US because they don't have contract with the publisher in that country. They don't have a contract with the Canadian publisher of that book. They're not an international bookseller. One of the biggest problems the face when selling ebooks to non US residents is collecting duties and taxes required by that country (when they ship a HC book, it goes through customs), making sure the content of the book doesn't violate any laws. In some countries, some books are banned.
They're using US credit card as a way to verify that you live in the US and are traveling as opposed to you live in the country. It's obviously not foolproof, but retailers have to follow the laws just like everyone else.

Does a giftcard purchased with a US billing address still work? Could a US customer purchase a card for a Canadian customer to apply to their account and use for purchases against the giftcard?

They would still need to have a US based credit card on file. Otherwise, I think the gift card would work normally.
