I don't know if life is just made of words. I think the whole cycle gets broken by deeds, especially those done without words or explanations, especially good deeds.

This voice of law sounds like something that was promulgated unfairly. It may be referring to anti-Semitism as Kafka was experiencing it. It seems that he is feeling like he is being subjected to a law that others do not have to be subject to. And it might be a reflection of a feeling that God is not responding to his sense of helplessness, his prayers for help are not being answered.
